Thank you guys for all the tips and ideas, that thing was very well soften by ATF around the tranny witch leaked and was changed later to new one, around that it was very easy to remove but hard on areas that never got moisture, now its only left on rear floor panels and above the diff. 
Por 15 would be very expensive to do the whole car so we will use 2 components black primer then spray with chasis coat that has hard finish

Hello Guys, you may know Imperials and C bodies 'maybe many others'  had thick chassis undercoat witch is still in very good condition on imperial and very hard to remove, so we decided to keep it there on most areas , does anyone know what exactly the material they used or similar that you recommend ?

The rust converter will turn rust into dark colored oxide that cannot be easily removed, only 1 liter (0.26 Gallons) was 40$ , I liked the stuff and could not find better.

any pics do not judge the real condition of the sheet metal, we did exactly the same on the Imperial and only cut what necessary to keep the originals.
we are using a special coat that turns surface rust into another material that can be over painted

That's a nice job, but why not cut and weld the whole rusty area? 
I will never have the chance to grab original sheet of metals, we had to make clones to match the originals!

there is a very good success in running LPG on these engines in Holland, the imperial ran on LPG only from 1999 until 2009, Sjak went racing with LPG powered engine!
