The floor switch does not control the dash lights.

I think I have a good dimmer here I can sell you if needed

Is it the wheel type switch? I think it was a 1968 "thing", so agree with Polaraco, pull it and clean it, and to check the dimmer switch on the floor, two small bolts or screws hold it in place, check the ends of the wire connectors and the wiring itself, they can short or break given they were simply sitting on the floorboard and the rug sitting on top of that. One cool thing is, you can still get original male and female spade terminals from NAPA (as of a couple years ago anyway, so should be available still). Going from the connection side, you will see a tiny slot (on the female connectors) that you can take a paper clip and slide between the connector and the terminal, and with a bit of jiggling and pushing pulling gently, it will come out and you will see how they work. The male terminals are similar but it is on the narrow side to disengage, they are kind of a prong that spreads to hold into the connector and click into place.

It could also be the head light switch.  That's a problem as they are made of unatainium.  Last one I know of went to Dave CArr

No, it's unique to C-bodies, and not even the aftermarket ones made by standard are made anymore.

The carb is pretty easy, disassemble and clean, reassemble, very simple carb.

Changed the floor switch. No change. Still no brights and no dash. Going to tear apart the dimmer wheel and see what happens.

As I recall, there was a common ground on the rad support for the low beams and a separate one for the high beams.  I remember the 65's had one ground for both.  They tended to fail in time

Well when your looking for original components that are no longer produced...you sometimes have to pay what is asked.(http://www.moparfins.com/forum/smileys/smiley2.gif)
