If the bottom tabs are as I remember them, they are spot welded together on the ears.
 
Drill out the welds and bolt them back together.
 
Or, you can do what I did and buy a 1" sway bar from Just suspensions.  But measure the O.D. of the strut rod to be sure you get the right bushings.  Mine are 11/16.  The originals that came with the new bar were 3/4.  When we got it right, the bar stopped moving all over the place under there.
