Given the problems I had trying to replace the turn signal switch in the last tilt column I tried to fix, my recommendation is Pick-a-Part! I got a very good column for $25 and just bolted it in. That was just after getting thoroughly frustrated with my repair attempt and finally throwing it right out of the garage.

Sounds like the Lower Column Bearing.  Usually caused by pulling on the steering wheel to get in\\out of the vehicle.  Happens in the Jeep world a decent amount because of the height and the fact that steps kill ground clearance and will eventually rip off anyway when you are wheeling - if using the Jeep properly.
