Could be the starter is loaded with some rust or the brushes are sticking from sitting.

Just be lucky the fenders aren't patched with beer cans.
 
Lea, it's 6 volts.  It won't hurt unless they wet their fingers and touch the negitive while starting it.

Keep that battery charged.  You don't want those plates sulfating.  6 Volt batteries are known for short life if thay are not kept up
 
You can use 12 volts to jump start it. . .But don't turn any lights on.  Everything else will survive.  Take the dome light bulb out.  Everything else will survive.

Yes, that should work. There should be a hardened pin, a spring, and the arm itself.

Make sure those old ignition wires are separated as much as possible.   Check for cracks in the cap and rotor.  If you haven't replaced them, then do so.

Change the points and CONDENSER- when the juice goes in but not out, the condenser is toast. I think it is part number AL-118 ?  Before you drive it much, get a new Cap & rotor, plugs, and plug wires too - it will run lots better.
